A Career in Human Resources and Organisational Development

The HR&OD Service, offers comprehensive and professional assistance and advice to Services and employees within the Council.

 

It comprises of the teams below:

  • HR Specialist Teams: Resourcing, Payroll, HR Operational Advisors, HR Support, Reward & Analytics and Travel & Employee Benefits.
  • Health and Safety, Wellbeing and Risk.
  • Learning and Development.

The HR Specialist Teams are involved in a wide variety of issues such as employment law, employee relations and terms and conditions. The service develops and implements employees policies, strategies and procedures to meet current and future needs of the Council.  Support for services undertaking recruitment and selection, structure reviews, job design, evaluation and sizing is also provided.  The HR Support Teams provide an essential support service which includes issuing contracts, maintaining and updating employee and post records, and administration of maternity and adoption leave and pay.

The Health and Safety, Wellbeing and Risk Teams ensures that the Council’s statutory obligations in terms of health & safety and business continuity are being complied with, as well as providing pro-active, customer focused advice and support to Services. These Team’s also focus on occupational health & well-being, reducing sickness absence levels and improving the health & well-being of employees.

The Learning and Development Team is responsible for the co-ordination, development and delivery of training and development opportunities for all employees. It includes specialists in ICT, Social Care, Personal and Team Development and the delivery of Vocational Qualifications.

What qualifications and experience do you need?

HR Advisor:
Individuals are required to be educated to degree level in a relevant discipline and relevant and proven HR experience is needed to enter at senior level. Membership of the Chartered Institute of Personnel and Development (CIPD) is desirable. Officers are required to work towards and meet the professional standards set by the CIPD. A structured development programme is provided for individuals new to the profession which focuses on meeting the professional HR standards.

Employee Development Officer:
Learning and Development spans the whole organisation and Employee Development Officers mirror this wide background in the experience and skills they bring to the job. EDO?s are expected to have shown a proven ability in training delivery and team working. We also expect all team members to have or work towards a training qualification as well as having, where relevant, qualifications in their background workforce area (for instance ICT, Care, Social work, or Management).

Health and Safety Advisor:
There are different ways in which to gain health & safety qualifications. Studying on a part-time basis – evenings, day release or block residential courses. Examples of professional qualifications are the NEBOSH (National Examination Board in Occupational Safety & Health) Certificate / Diploma or Post Graduate Certificate in Safety & Risk Management. This together with an assessment of your experience and continual professional development will assist in your progression towards Chartered membership of the Institute of Occupational Safety & Health.
